As a mechanically minded person...
Most CC have an On/Off feature, unless you turn it off, breaking puts it in "coast" modhttp://www.backyardchickens.com/forum/viewforum.php?id=7e, as you put on the gas it puts in in accelerate mode.. which it did to get you back up to your previous cruising speed.
This is Operator error, You HAVE to push a button or flick the knob a certain way to ACTIVATE the Cruise control, if You don't de-activate it, then it will stay active unless you turn off the vehicle, or put it in stop as if you were stopping at a store.
This is not a vehicle recall thing. Reading the owner's manual tells the owner how to properly turn ALL the controls on and off.
I am sorry you were scared, applying the brakes would have stopped the acceleration right on the spot, IF it didn't.. then yes you have an issue with a stuck throttle thru the CC.. ANd you need to have it looked at, disconnecting the CC may help solve the problem but you should have your throttle cable/linkage looked at.
