@ChickenMomma25, you might not get an answer, as this thread is old. However, if a feed is organic, it will be labeled as such. Organic feed is usually more expensive, and the maker will want people to know it's organic, to help justify the price.

ADM brands "PenPals" line is NOT Organic.

Certified Organic, btw, in not inherently better or worse than not certified organic feeds. Though more often than not it is worse nutritionally. Not necessarily because its organic (though its very difficult to find certified organic sources which are dense in Methionine), but because the word Organic is often paired,for marketing purposes with things like "no soy", "contains no animal products", and "no added chemicals". Because the most readily avalable Met sources are animalbyproducts (fish meal, porcine blood meal, etc), soy meal (essentially, soy beans which have had much of their oil removed), and synthetic methionine (dl-Methionine).

Met is so important to a bird's health that even products labeled "organic" can contain a limited amount of synthetic Met precisely because there are so few available organic sources. It also explains why there are so few quality organic "starter grower", "broiler" and similar formulations - because chicks and meat birds need far more Met than adult layers, its very very difficult to formulate to their needs from the available organic sources.
