Dog bites are strict liability which means unless your dog is provoked, you are responsible for medical treatment, property damage, lost wages etc etc. With a leash law and the dog being on a public road...sorry dog owner is responsible. Proving provocation is not a cake walk...I know, I had to do it when my wolf caused 75 stitches in the neck of a man who broke into my home. His only solice is that the baby and I were not home at the time...had we been, he would have been at the coroner's office instead of the ER.
