So, two of the eggs are now on day 22...they are both internally pipped. One of them has movement/breathing the other one no movement. Nobody has externally pipped, and I have 7 chicks in the brooder. Will both/either of these egg hatch? Humidity: 70% Temperature: 99.8

Your temp and humidity is great. Assisted hatch is only done generally when they are 18-24 hours from pipping and not out yet. I think you can give them a bit more time, but here is an excellent article that will help you do it if you have to:

Ok! I hear about a lot of people that make "safety holes" would this be an option if it doesn't pip till tonight?
