Which browser and version are you running? How fast/slow is your internet connection? It seems like that's one of the contributing factors as well.
Ok.. im a tech idiot.. my kids "fix" my phone issues. So, im gonna do my best to answer your questions and if my answers promote giggles please share the giggless.. :D
Not sure if this is what you need but im using chrome, phone is andriod.
If you need more specifics, ask, but you may have to help me find the answers.

On your phone you can find the internet version by tapping the 3 stacked dots next to the address bar, tapping settings, and then tapping about chrome.

I've been using this site on my phone with chrome, and I'm not noticing tremendous amounts of jumpiness, but I'm also using Wi-Fi versus slow cell data.

I think the speed of the connection is one thing that will exacerbate the jumpiness. For example, if you are on a slow connection, the page will load all the content, and then if you scroll down quickly after loading the page, you will scroll past an ad location before it has a chance to load, which would cause it to feel like the page is jumping.

One solution is that we could automatically Reserve an entire spot for an ad, but if an ad doesn't load or a smaller add is called, then there will be a bit of empty white space. So, there's definitely a trade-off.

Those of you still having problems, it might be good to know how fast your data connection is on your phone.

Mines 39mbps i still have it loading ads after ive scrolled down. Reserving a space would be a lot nicer to scroll through (in my opinion) jumping stuff kind of makes me feel sick.
