Advice needed for a bad situation

In case anyone is curious how Penny is fairing, she did settle in very well, and her and Honey did give me several beautiful purebred orpington chicks. Here she is with her brood that she raised the summer after she was rescued:

I sure hope he never got ducks, what ever happened to the pheasant?
 
The pheasant actually escaped the pen and is living wild around my house. Someone must have been releasing them for hunting, too, because I've seen him with a hen. Unfortunately, yes, he did get ducks. One he got from a woman I started my welsh harlequin flock from, and of course he couldn't take care of him, dumped him on my aunt when my aunt had way too many drakes so he was bullied horribly, and then when my welsh harlequin drake died protecting his girls from a predator, I went and got him and he lives with me now. Then he tried again with chickens and ducks, and I ended up a buff brahma hen (who tries to keep brahmas in a bedroom, honestly) and then tried again with another duck. The police were called on him because people heard the quacking, he couldn't get ahold of me and passed the drake off to one of my old classmates who lives down the road from me who had just gotten into poultry and had no clue what they were doing, he was bullied and was actually beaten up and bleeding and they decided to keep him inside in a tiny storage tub, and, you guessed it, he ended up at my place until I could find someone to take him. Haven't spoken to the 'friend' in awhile but I almost had to take a parrot from him last summer than he couldn't properly care for so I wouldn't be at all surprised if I heard from him again this summer with some request that I take in yet another animal he shouldn't have in the first place.
 
I do what I can, but I'm still sad I can't help all the others. The police have been called on him at least three times that he's told me, and they really need to send a specialist and not the police, because the police don't really know what it looks like when a reptile or a rabbit or a rat is being mistreated. They okay everything as long as there is no poultry, and it makes me sad.

Just keep doing what you do. Some people would just watch and not do anything.
