Aggressive rooster

We have two roosters and twenty-two hens. Each rooster has their preferred hens and visa-versa. The rooster in question is a Rhode Island Red named Redman. He is very rough when mating his hens and has nearly removed all of the feathers from their saddles. We had tried chicken saddles for the hens, but this hasn't helped. Redman is even more aggressive with one of his hens to the point where he was pulling clumps of feathers from her head and back when mating with her. We have placed her in a separate section of the run because she is growing feathers back.
Redman and his hens were all raised together and they follow him around and appear to want his company. He is not aggressive with us at all.

Does anyone have any suggestions? Getting rid of Redman is not an option.
 
How old is he or are they? He sounds more like a cockerel than a mature rooster.

Is it all of his hens or pullets and none of the other male's harem? Is it just a few females?

I agree with Sour. If it is a fully mature rooster you're stuck, either isolate him from them or put p with it. If it is a cockerel you might try isolating him for a month or so to see if he matures any or live with it.
