Air Cells not attached

The last several batches of eggs I have received in the mail have had the air cells moving around in the egg. I did a search but couldn't find any info regarding this problem. Is it possible these eggs could still develop and hatch? I place them in the bator last night and was going to candle but wanted to know if anyone has experience with this issue.

depending on whether they are completely detached or not. I have had air cells move but stay at the big end....the ones that move to the little end have not developed in my experience....and I have bought a LOT of shipped eggs..
