You can chop them that is what I do because it is easier to measure. The measurement does not change.Ok! I do have a question. If you are using the fresh herbs, when you go to measure them, do you chop them? Or do you use a mortor and pestal and "crush" them? If so, does it change the measurement when you crush them as to chopping them?
