Halloween is Celtic in origin. It was the "new years eve" of its day, as the year ended with the year's harvest. It was believed that the spirit world was closer to the world of the living on this night, and that the spirits could walk the earth. People decorated their homes with bones and such to ward off spirits, or left out treats to apease them, and communities lit bonfires and gathered together around them throughout the night. Plenty "pagan", since "pagan" refers to "non-Abrahamic" religions ... but you're right in that "pagan" does not mean "devil worship."
