Splash is not really a white bird with splashes of color - its a black bird with two copies of dilution of black, the splashes are where the two copies didn't wipe out the black. There are no "red" splashes. There may be Red Paints (white bird with splashes of red or tan) but I don't know of any breed with that coloration.
This bird, when paired with a regular Wheaten (the "Black") will produce all Blue Wheatens (kids all get one copy of Blue).
