As someone that has worked with a state's fish and wildlife (DNR), may I suggest:
1. Call your local fish and wildlife/DNR and explain the situation,
2. Express that you want to let them know in case they want to do any studies on it or if they want it mounted for a museum/etc
3. Do NOT express any interest in keeping it or trying to have it mounted for yourself. You can NOT get a permit for this unless you are an educational facility! The moment you show interest in keeping it, it looks suspicious in their eyes. Owls are protected on a federal level, and possibly on a state level too depending on your state's laws. (emphasis mainly made for those that have posted before suggesting that you get it mounted, not trying to yell at you!

Hopefully the owl's beauty can inspire others in a facility somewhere though well done taxidermy.
If you do this, do it soon, as the longer the owl is outside the worse shape it will be (just don't take it inside or anything yourself).
