As for advice, I think Crazy gave some good advice. Draw the hair in pieces/groups instead of strand by strand, because hair doesn't work that way. Then when you go in, you can shade the clumps and then after that slowly build it up to how you want it to look.
Now I'm no expert, I haven't been able to draw like that before but it's an idea
 
Long hair, keep it clumped! :old Hair is not usually thin, it has body. Once you sketch out the shaped of the mane and tail, then add some squiggly marks to represent the curls.
Yeah, I figured that… I had been doing the clumps. I more meant how they drew each individual strand… I just can’t figure it out.

I think you’re on the right track. Use darker lines for the individual strands.
 
Maybe one of you artists can help me. I am currently working on a horse, and I am taking a lot of inspiration from this artist. The problem I am having is with the mane and tail, I can’t figure out how they did them. Perhaps any of you have an idea?
