Good catch! The barring is all over. As far as I know there's no way to restrict barring to certain areas of the body except for the Columbian pattern (which doesn't restrict barring insomuch as it covers black [and black dilutes] with silver except in the neck and tail). The blue feathers on his breast are barred, barring is just more difficult to see on blue. Technically, barring is always white. The barring gene causes a white bar on feathers. Mr Wiggs is blue barred because he has white barring on a blue background.I have a really hard time seeing blue versus black (say, splash or barring.) I can see the chest is blue, so is that why the barring is blue?
Can barring genes follow Columbian placement on the body? Or with BYM it's just luck of the draw where some patterns pop out on the body?

In this case it's not so much that the barring is only on the tail and neck though. Delawares are barred over the entire body. However, since white barring really isn't visible on white feathers it looks like the barring is restricted to the Columbian battered area.
