They eat a lot of hay every day and seem to know how to use it very well. They just push it with they’re nose.

Put the other food in it too.

You should at least remove the door from it. Some rabbits prefer the lid, whereas others won't use one with it.
I would remove both and see if they use it more.

Are you putting any poop that's outside the litter box back into it? Urine should be deodorized too if it's outside the box.

Yes if they have any accidents I put it in the litter box.

Because they use the bathroom while they're eating.
If you don't want them using the bathroom elsewhere only offer food where they are allowed to use the bathroom.

Also this one is bigger than the one you have so you might want to upgrade.
Bigger is better when it comes to a litter box.

Since rabbits naturally eat while pooping, having all their feed in the same spot they're supposed to "go" will encourage them to use it more.

Yes, they had that bigger size, we just thought well gradually upgrade although I’m thinking different now.
