And this will cover the border paper? I have to tell you, the border is dry and cracked in some places. Should I peel off what I can and then cover with this? You are a lifesaver if this works!!!!

Peel off what you can. You can use some sandpaper to smooth it down some, paint with the Kilz, then paint with your regular wall paint. I've used it over crayon, fingernail polish, old wallpaper, masking tape, etc. As long as the wall is pretty smooth, it covers up just about anything. The paint is usually self leveling, so by the time you apply the second coat, everything looks good.

ADORABLE! My not-so-tiny human LOVES penguins. Like penguin obsessed since she was a toddler. Everything is penguins to the point she's embarrassed if anyone mentions it. We never had a penguin costume though. I wish they'd made one big enough for her. We have one of the pj onesies, but she's too old to wear it as a halloween costme now.

That stuff is awesome. I used it on the ceiling of a house I bought to cover water stains on otherwise good drywall.

That being said....... If the border crap is cracked and peeling there are a few options. None of which are fun.
Painting over it you will still see the outline and cracks unless you skim coat with drywall mud.
Replacing all the drywall would be a PITA.
To skim coat mix the drywall mud thinner then if doing seams and get a big knock down blade (special tool for doing knockdown texture), spread the mud and use the blade to smooth it.......then the sanding and sanding and dust begins. Not a favorite task for me.

I would get some Kilz and try it on a section that has crackling to see if it can fill it. It is kinda thick, certainly thicker then latex paint.

My little one is penguin obsessed right now- she calls them hongwins I, too, went through an embarrassing penguin obsession as a teenager could be worse! I'd rather have my kids be all about penguins than some teeny bopper pop star

Mine was elephants. I have totes full of elephants. Ceramic, glass, elephant candles. My daughter has tons of stuffed penguins, movies, key chains, shirts, puzzles, sheets. There's soooo many penguin things. 90% of all her gifts are penguin related. She's growing out of it now and is becoming chicken obsessed, but it's still a bird. If she starts to get to the point that she wants to get rid of any penguin stuff, I'll let you know.

As a mobile home owner, the walls are often not dry wall but paneling, that spray sticks to it, and some vinyl based patch compound does too. Sometimes you need to primer the whole wall to get paint to look decent.
