And this will cover the border paper? I have to tell you, the border is dry and cracked in some places. Should I peel off what I can and then cover with this? You are a lifesaver if this works!!!!
Peel off what you can. You can use some sandpaper to smooth it down some, paint with the Kilz, then paint with your regular wall paint. I've used it over crayon, fingernail polish, old wallpaper, masking tape, etc. As long as the wall is pretty smooth, it covers up just about anything. The paint is usually self leveling, so by the time you apply the second coat, everything looks good.
