The person I purchased her from said that she came from a mixed batch of "good layer" chicks and wasn't certain which breed she might be.
 
The breed is Hamburg, I am not sure of the coloration (variety). It is spangled like the Silver Spangled, but gold like the Golden Penciled. Beautiful bird!!

She's a Hamburg alright but as far as the breed standard gose she is a mighty ugly one.

Her color is no good at all, almost looks mixed in color, but that just could be hatchery stock-e-ness at work, but that does not matter as long as she's a well loved pet. Hammies have such wonderful personalities, a bit flighty but seem to know them self better then other breeds.
 
almost looks hamburg/beligian d'uccle mix, thats assuming that the feathered legs of the d'uccle is not a dominant gene!

The face bit could just be she's young?
As long as she seems healthy it should be okay, but loss of feather around the eyes can be a sign of a ill bird, but i am sure that's not the case here.
