It may have pipped through and you just can't tell or sometimes they just peck again to widen the hole. The carbon dioxide building up in the shell is what spurs the chick to pip. If you don't have any other chicks pipped though you could just take the corner of tweezers or something and finish slicing the membrane if you're concerned.

Okay thanks I have no other chicks piped so I think its safe I'm also playing chick noises
 
Just be careful not to push too much. The chicks little face will be right there so you're only trying to open the membrane and not necessary poke inside the egg.
So I peeled back I bit of the mebraine and it looks like it didn't make it all the way out of the internal mebraine but poke though and hit the shell in that okay it still seem to be chewing
 
I have one like that as well and I rotate twice a day and I have pretty good hatches. I also have to heat mine a little higher than it says because the reading on mine is off. Actually, I now have two and BOTH are off by a little bit. When my eggs come out of the turner, it's worse because they are lower but usually by hatch time the temp seems to matter less and they do okay.
When you say you ROTATE, do you mean hand turn them, or do you mean you actually swap out their location 2 x a day??

Are you sure it didn't internally pip? It may just be that you can't see the beak easily through the little pip hole. You shouldn't need to add coconut oil with just a tiny hole as long as your humidity is at a good level in your incubator.
