Are red splotches on wings indicative of a cockerel on silver silkie partridge?

Is this always the case? I love my silver Silkie partridge but I am not allowed to have roosters on my property

How old is she? I think pullet so far. Red splotches don't always mean roo. This is my Silkie pullet and she has red.

Young Silkies can be notoriously difficult to sex, but your Silkie looks like a pullet to me.
