Are these black barnacles normal?

Is this normal for Royal Palm poults? Most of the barnacles are black, but some look like scabs. She is the worse out of 5, but a couple of my other poults have some too. Hopefully the pics help. Also, her toe nail is missing. Should I do something? She is not showing any symptoms that something is wrong. Poop is normal. Eating and drinking like no bodies business.

NOT BLACKHEAD! black head should not be the #1 recommendation. if you don't know, don't automatically come out with that.

Being that they are healthy other wise (ie not losing weight, not listless, ect), i would be more prone to think along the lines of a pox.
 
Ugh....Fowl pox is my guess too. Other than vaccinating my whole flock, will treating with the antibiotic Duramycin work before I have to vaccinate? We have had rain everyday here in Louisiana for 2 weeks, so mosquitos* are having a field day. We just moved the poults kennel to a new spot and added sand to the bottom. Tomorrow we will be spraying and dusting for flys. Any other recommendations?
