They can take upto 24hrs. I've had a couple wait two days before hatching. But usually when they take longer then 24hrs, it means something is wrong, & they may need help.

The first day of the 21 day count down begins 24 hours after you place the eggs in. Maybe that's why you think its been 22 days. I have seen chicks take up to two days after a pip and have had eggs hatch after the 21 day count down.
