That is totally a pullet. I have one that looks just like yours and its a girl. She lays cute pink eggs, but I'm not saying that yours will lay pink eggs too. Anyway, check her neck feathers. Usually if they are pointed at the ends it is a male. If they are rounded then it is a female. But yes, I would say she is a pullet.
