Are these two OEGB both cockerels or is one a pullet?

They have the wrong color earlobes for Rosecomb Bantams.. Rosecomb Bantams have big White earlobes and different body type. I think that they are a "cross breed" and not pure to one breed.
You said that the the lady you got them from was told by the guy who hatched them that they were OE's well maybe the guy that hatched them got his eggs from a hatchery or his parent stock could have came from a hatchery..
Here is a cross breed that a friend of my wife had. She got it as a chick from a hatchery ( One of the big 4 hatcheries ) and was order as a OE as you can see it's not a OE.. Much like yours but yours has a rosecomb and this one has a pea comb.

That's right, I forgot rose combs do have big white earlobes. Well, they're cute whatever they are I just hope that they are a pair and I'm starting to think that they are!
