Are we SURE this is a pullet?

I posted picture of "her?" about a week ago and everyone said pullet.
But she has started mounting my laying hen every chance she gets.
She's about 25 weeks and not a single egg yet.
I thought White Rock chickens were supposed to start laying around 20 weeks?
My laying hen is an Easter Egger, 29 weeks old and she just started laying 2 weeks ago

He's definitely a cockerel. He has male feathering.

If he is not the top rooster he may not crow, esp. since he's young. I have 2 roos that crow and fight all the time, and 2 boys who are so scared of the 2 roos that they never grow, they basically act like hens to fly under the big boys' radar.

He may just be more submissive. A lot of the times if you have other roosters younger cockerels won't crow.
