Even if you have everything set up to avoid fires while shooting it still happens. Whenever you shoot at the ranges in the military and have Tracer rounds you can see how many rounds ricochet and start fires. A lot more ricochet than actually cause a fire but they backdrops and such are just precautionary and are not fool proof.
Yup, and as a Border Patrol agent, he should have known better. Even us redneck yutt's do that kind of stuff in plowed up fields where there's nothing around to catch fire for a hundred yards in every direction. Heck, we've got farmers in our neck of the woods that know exactly when and how to bring out the weed burners in this kind of weather without starting the wrong thing on fire.
