Gopher traps are your best bet, and collapse their burrows. unfortunately, you can slow them down, but completely eradicating them is not likely. Hardware cloth under your coop will at least keep them outta there.use a real small mesh though 1/4 x1/4"

Put ice blocks in the water dishes. Better yet, get a shallow tray, like a cat litter pan, a cut-down kiddie wading pool, and put the ice block in that with just enough water to get the ice block out of its container. The birds will drink the melted ice and stand in the icewater.
Yes, you would have to add the ice to it every day, and then check it because the ice will melt. Since you are asking about doing it for quail instead of chicken's, you could follow what @springvalley123 mentioned, but you'd have to use smaller dishes and etc. for them.
Actually, this would be for chickens.
I saw someone on here puts the quail cups on a 5 gallon bucket for their chickens.
The quail sized cup's might work out, but they probably would be for smaller bantam sized chicken's, I would think.Actually, this would be for chickens.
