Haha! I think that is virtually universal! At my place, it isn't just one tool box no one is allowed to touch...it's 2,000 sq. ft. of tools and fun stuff! My flathead screwdriver that I'm allowed to touch was put in "my" little itty bitty tool box because it has a chip in the edge. The philliips, the criss-cross is stripped so it doesn't grip a thing. My claw hammer? Missing one claw. I'm not the one who damaged those tools. I don't know who did. Probably little boys. And yes, the tool chests all have that rubber liner like shelf liner stuff, tools are organized by type, size, metric or Good Ol' American, brand, etc.
I bought DH one of those great tool boxes with the liner. AND a whole bunch of garage cabinets. He is working on cleaning it up right now, but until recently, most of the cabinets were empty, their contents spilled out and all over the garage and the tools burried on his bench or in various carrying cases.
Some of his favorite tools - My kitchen shears, our steak knives, or DS's pocket knife. Now they are lost out there. Hopefully they will be found in the clean up. Hoping this one will last... He is trying!
