baby chick born with one eye

i had some eggs in the incubator they started hatching a couple days back now i was moving them to the brooder and i realized one of them had one eye on his left side and on his right side a big scar and theres a yellow (egg yolk like substance) inside this scar
he seems to be doing fine so far he’s eating and drinking with the others but theres this yellow liquid thing in his scar

No one can know if this chick is going to survive until it does. Often, a genetic flaw you can see is mirrored by other flaws you cannot see.

Be sure the chick is drinking water, and introduce it to food by sprinkling fine crumbles on the floor at its feet and tap your finger on the food so it understands that it is to peck at the crumbles.

If the chick learns to eat and drink and shows it is developing strength, we will then know it may survive.

Having its right eye blinded, it will not easily be able to locate food. You will need to audibly tap at the food as a hen would peck at it to show her chicks how to locate food. Be sure the food and water are always in the exact same spot. Later when treats are handed out, this chick will not be able to compete for them so you will need to give those to it separately.

Understand that a chicken's right eye focuses on finding food. The left eye focuses on distant threats. The chick will need to adjust to using one eye for everything. It remains to be seen how well it will learn to deal with this disability.
 
I'd try cleaning the eye with saline, then apply Terramycin eye ointment or you can use Original Neosporin if you can't find Terramcyin.
Clean 2-3 times a day, working on getting that yellow gunk and crusty material off the eye and surrounding tissue. The ointment will help keep it moist and hopefully you can get it to where you can see if the eye is just crusted over with infection/debris and it's viable or if the eye is lost.

According to my favorite incubation/hatching resource (on page 54 of the following link) missing one or both eyes can be caused by..

"Temperature high during the first 6 days of incubation• Insufficient oxygenation during the first 6 days of incubation"

It also discusses several deficiencies that can cause eye abnormalities.. but you'll have to read through it and see.
