If from hatchery I believe I’m not 100% sure but I believe some hatchery pluck some of thier vent areas to prevent pasty butt.Did you get him from a hatchery or did you hatch him?
I would maybe see if you can get in touch with this person and see if that’s what this is if not maybe it’s just them pulling feathersgot him/her from someone that was looking to get rid of like a big group of 30-40 chicks.

ah sh*t i hope not!!!It looks like emphalitis (sp?) Aka mushy chick disease. From what I've read it's not reversible. I really hope it isn't!

Looks like downy loss, perhaps a bit of picking.
I'd leave the scab alone and see how she does since she's eating/drinking and active.
