Baby with eye issue

Okay guys need a bit of help. Captain here was given to me with this eye issue (sorry its not the best pic I used an older phone. I was told he was attacked by other chicks and I have watched it since I got him and aside from it annoying him and him not seeing out of it its not got any infection. He does rub it on his back and make his feathers wet and scratches at it sometimes. Is there anything I can do to help him not be irritated as much by it aside from giving the Captain an eye patch?
