its not something you must do it is just something that can be advantageous. some fruit trees will have amazing root systems and not so amazing fruits and some might have amazing fruits and not so awesome roots so you graft the one with great fruits but not so great roots to the good roots and you have an all around good fruit tree.

Another main reason for grating it to dwarf fruit trees to make harvesting easier. It's a lot easier to pick apples 10 feet off the ground as opposed to 20 or even 30 feet ;)

I've only seen this in backyard fruit trees, but some people graft many different scions to the same rootstock. That way one tree can produce several different varieties of fruit. Pretty clever, I thought...

We saw one for sale in a catalogue somewhere with 5 different fruits on it!
 
I would not go out of my way to spend the money on one of those. From the folks I've talked to, they are more of a novelty, and the various grafts are prone to dying off. I would stick with a single cultivar, and perhaps graft one or two others onto it.
