I've sent similars picture to an avian pathologist at UC Davis and he suspected that it was ocular Marek's.It does look a little washed out in the closeup but he’s also in bright sunlight in the pic.

I’m sure about the membrane but not about the mareks.
The membrane is easy enough to confirm. If the Rooster's eye looks normal at any point it's the membrane, but if it's cloudy like that all the time, it's an injury or infection.I’m sure about the membrane but not about the mareks.
