yes, and that's what made me think it look more like a tumor.

It is possibly a papilloma, but I will have to get someone to look at the pic. It also could be a hemangioma (birthmark) which is a growth and bunch of blood vessels.

My husband thinks it might be either a fungal lesion from the rolled edges, or a tumor, and that blood vessels would be common in either one. I would check with a vet.
