Bantam cochin pullets or cockerel?

I have another pullets or cockerel question.

Lucy is the one in question. She has more comb and waddles then two of the other girls, but not as much as Fry. He started crowing a month ago so that settled any questions on him. I had two other boys that developed very large red combs and waddles early.

Lucy is the last one I have in this blue colour and we really hope she's a she. Here's a picture of her and one of Fry the cockerel.

Edit to add they are 13 or 14 weeks.

How old are they ? Comb and 'wattle' development on all 3 makes them appear to be cockerels.
