Bantam in a pullet mix?

I purchased 15 pullets from Meyer Hatchery this week. Half of them were rainbow pullets. One of those is really small. It is about half the size of the rest. Do they ever throw bantams in the surprise mix? Or is it common to have one that much smaller?

It might be a light breed like a Hamburg

Is it at a he same development level? I had a chick that hatched the same size, but fell behind in feathering and size. It died 2 to 3 weeks later.

I'm guessing it's either a smaller large fowl breed, or a slow developer. Do you have any pictures?
