On closer look, I agree that frostbite likely dubbed him, not people. He is so tiny, teenier than my D'Uccle hen! He could be Serama...he was briefly standing in the classic pose the Serama cocks do. Do Japanese have long flowing tails? I've seen pics and their tails extend quite high over their back

After looking at pictures of Serama roos, I think he might be one. He's so small! So excited if he is, for I've always wanted the smallest breed of chicken in my flock! Also, his spurs are really long. Should I trim them or just leave him alone?

He looks like a serama or a serama mix. If his spurs are giving him trouble, you should definitely trim them.

I use pliers and pop off the outer sheaths rather than trim/grind down the tips...

Any chance you could weigh him? Just curiosity mainly, I have serama roosters both larger and smaller than my OEGB roos. Although there are tons of OEGB varieties, seramas come in more random colors, and have shorter legs usually, so I'm going with serama. His back also looks shorter than OEGBs.

Plier spur removal is much easier than it seems. It's nice to have a helper hold the bird. Hold his leg out straight toward you, grasp the spur close to the base with pliers. Don't squeeze too hard, just enough to hold it. And gently twist just barely, up close to the leg. You will feel a slight snap when the outer sheath breaks loose where it joins the leg. Just slide it out away from his leg, leaving a soft stub underneath. The stub will harden in a few days, creating a new, but much smaller, stubby spur.
There's a good video on YouTube. Bleeding is possible, but done correctly should be minimal. But be prepared for a little anyway.

I will try to get pics today. Its raining out and a big mess. If I do trim his spurs I will use pliers, because the thought of cutting them freaks me out. I trimmed my parrot too short once and he spurted blood everywhere
