I believe it takes 5 different breeders working for 5 years on the variety. The 5 breeders must attend an APA and or ABA show together and the standard for the new color would also have to be written as well. I think that is how it goes, someone let me know if I am wrong.

As to the whole slate leg thing... I too have wondered why not make an exception for some colors....... if it still meets all other requirements, but all of THAT color variety happen to have something other than slate legs... why not?

Willow is combination of yellow skin with leg pigmentation. Slate is white skin with leg pigmentation. Check the soles of their feet- if it's yellow, it's genetically a 'willow' for that reason.

Ah-hah. Thanks guys, I had read about what it takes to make willow but it never occurred to me to check the feet bottoms. I'll do that tomorrow!
 
Just wanted to add, to be admitted they have to be shown at a national.
On the leg color thing, look at the WC Cuckoo polish. Since the barring is sexlinked and whatnot the legs will never be able to be slate so in the standard they said the legs are to be pink but the more blue the better. It looks like I am in the same boat with my crele phoenix.
