Yes, if you are not interested in barreds and that "dark" rooster has good type or is something you like, use him.. for the reason he's pretty likely not pure for barred and will produce half non-barreds in both sexes.

Barred is dominant which also means it's easy/straightforward to get rid of.. for example any solid black birds out of the dark barred x black/blue hen won't have the barred gene and you are set for a line without any barring in it.
