I believe that is called scissor beak/ crossed beak, here is a link of information about it.

Crossbeak. It will probably get worse with time, and make it difficult for the chick to eat.

Options:
--cull the chick now

--raise the chick for some weeks, then butcher it

--commit to special care for the life of the bird. This will include trimming the beak at intervals (because it keeps growing but doesn't wear down properly), and providing feed in deeper-than-usual containers so the chicken can scoop it up in the bottom beak, because the beak does not meet right for picking up the feed. The chick will probably grow more slowly than chickens that have a normal beak, but can often live a long and happy life.
