In Pa if you don't make a certain % of your living from your live stock, you cannot kill any game animals especially bear out of season with exception of coyotes which there season is basically opened year round for if you do be prepared to go to court if the authorities find out about a such killing..Stick to the SSS rule
however self defense is a different story.
I know a fella who raises honey bee's just a few (20+) hives and he was having a problem with black bear. he called the pgc and they did nothing for him, he did have an electric fence but it did not stop the bear from destroying a few of these hives and coming back for more..he ended up shooting and killing the bear, he then called the pgc to come pick the bear up and they came and fined him i believe $500.00 for killing a bear out of season, don't know if he fought the charge or not..
