Beautiful roosters at SPCA in Sacramento,CA

So I was at the SPCA & saw a couple of roosters & I was wondering what kind this guy is,he's pretty & has feathered feet! The picture doesn't even do him justice.
Also,if anyone in the area wants him,I'd love to see him & the others get a home. I would take them but I can't have roosters where I live.
