Isn't the Japanese Coturnix the same as Coturnix Quail? Or is it some sub-species?

I think it is is the same thing but I’m not sure. Just different names I think. Or Japanese Coturnix might be the full name. Not sure.

Both! Coturnix is a genus of birds with a bunch of species. Japanese coturnix or Coturnix japonica being the commonly domesticated one

Do you need a license to raise California Valley Quail?

Contact your local game warden. That person will be able to tell you what the requirements are for raising California Valley quail. It is most likely that a permit is required.

Some strains lay as many eggs as the standard size, and bigger, so they are better egg producers.

Some are bred mostly for meat and lay signifigantly less.

Best thing is to talk to breeders about what stock they have and what it's strengths are.
