Best Time for Brooding?

So, from what I understand, especially here in Phoenix, AZ, the best timeframe for hatching chicks with a broody hen is around February or March. Am I correct in this? Also, in similar fashion, when is the best time to hatch Pharaoh Quail? They will be in an outdoor brooding box, so can they handle the heat if I were to hatch in September? Would they survive the cold of November/December (around 60 for the highs usually) at 6 or 8 weeks old? Any help would be appreciated.

Here in California, CA fall is the best time for brooding. The chicks start laying in the spring, and so you get max eggs from them.
