I would say late April (in Indy). It lets them start going outside right when they are about a month.
You're going to want to start the chicks out at 95 degrees and drop 5 degrees every week. So after a month when they are feathered up and ready to explore it will be about 75 degrees outside.(you can do a search for average temperature in your area to find when it is going to be around 75). Then you wont have to power an expensive heat lamp as long. Maybe only at night time for a couple weeks at most.
The past couple broods I have started in mid June through mid July. It seems like it is really hard to have the heat lamp in a good place because it gets really hot outside. That means you have to raise your heat lamp to get it at a good temperature. That also spreads the light and makes it hard to have cooler parts in the brooder for the chicks to hang out if they get too hot. It was doable but not ideal.
If you order some extras you can easily sell them on craigs list.
