Absolutely do not use an electric collar on a dog exhibiting reactivity. This is never an appropriate training method for a reactive dog.

Please consult a trainer. The money spent on a good trainer can prevent a lot of psychological damage.

I would bring the dog to a trainer, but be careful which one you choose!
 
To me it sounds like he's just an unruly puppy geting too excited during play and you need to teach him some manners. An obedience class might be where I would start. But also most people don't realize that establishing and teaching rules and manners for play is just as if not more important than rules elsewhere. They don't have to be anything excessive or expecting him to backflip before you play with him or anything but just basic stuff. You play on your terms, not his. Only you decide when play starts and when it ends. And when play ends, it truly ENDS. Completely ignore him if he tries to play after it's over or if you don't initiate it. Also perhaps something like sitting before you play fetch. Speaking of which, fetch has to be trained to. Teach him to bring it back to you every time not when he wants. Also maybe something like no biting. My brothers used to play rough and wrestle etc. With our dog and encourage play biting. Well that just encouraged him to jump all over us, bite, run into us, etc. Thankfully now that he's 4 years old he's calmed down a lot but he was a real pain, and dangerous, for a while. He still occasionally tries to jump or mouth but mostly only if you're stupid and hold the toy in the air in front of him and encourage it haha anyway, we changed the rules of play and we don't play if you jump or bite. We haven't entirely followed the start and end play, he mostly decides when he wants to, but we're working on it. he will mouth and speak and get sassy like no one else or grumble from the floor when he wants to play or want attention or has to go out and if you ignore him he will get louder. Attention he'll grumble more till you pet him and the other stuff he'll speak louder and louder and escalate to barking loudly if you ignore him. Yes he is a brat. We have a lot of things we need to fix. But if you teach it properly from the start you won't need to fix it later. Mostly it's my dad that allows the bitmg and barking for attention
