BLRW cockerel or pullet??

100% cockerel for sure. I breed blue laced red Wyandottes and my rooster looked just like that. I find it's pretty common for Wyandotte roos to be very slow developing, that's why a lot of people think it's a pullet when really hes just a slow developing cockerel.
The comb and wattles are too big and bright red for a pullet at only 18 weeks. In the flash photo I can see the sheen from the rooster feathers on the back. I must say he's going to turn into a gorgeous rooster :)
At what age do they crow? It should be happening by now, right?
 
Not necessarily. And some hens will crow, I had one once. But I think the one with the bright red wattles is a cockeral. My girls are about the same age and have no coloring anywhere near that. Jr. Roo does.

They can take a very long time to crow and start mating. One of my roosters is 6 months old and still hasn't started crowing. In saying that, I have heard 10 week old cockerels learning to crow.
Would it be possible if you could post some more photos of the other blr you have? I'm not entirely convinced she's a pullet but more photos might help
 
Also, for the 16 week and 18 week old photos, they look more like 13 weeks and 15 weeks, but that could just be because Wyandottes are usually slower in development
