Since blue does not breed true, and breeding blue to blue would yield blue, black, and splash offspring, your best bet is to take a splash cockerel and breed it to any black barred hen. So, for example, a splash marans rooster over a plymouth barred rock hen would yield all blue offspring, and all cockerels would hatch with a white dot on their heads and be barred and all pullets would hatch with no dot and would be solid.

You could do this with any splash rooster over any black barred hen.

No, those birds could not be used if you wanted all the offspring to be blue. If you breed them to a blue barred female, only half the offspring would be blue.

Also keep in mind that head dots on blue barred chicks are not always as obvious as on black.

No. The sexlink part is the barring, not the blue. You need a barred/cuckoo hen for the sexlinking to work.

But... many sites that say blue sex links pullets say that they create them using RIR.

Red sex links and black sex links use RIR. The Black sexlinks use barred hens. Blue sex links use barred hens and splash cock bird if guaranteed all blue offspring. Perhaps your reading from sites that offer different types of sex links hence the confusion.
