My four Anconas are a month old now and all of their tails turn up. Not curly yet, just turned up. Is this an indication that they are boys?

No. At a month old, you still have a bit to wait.
The drake feather doesn't appear until 4-6 months.
In a few more weeks, you should be able to voice sex them.

That is where the oil gland is that they use to spread oil over their feathers for water proofing.
