Is that blue bin their brooder? They'll need more space sooner rather than later since the feeder and waterer take up a lot of room.

As far as when they can go outside, I brood outside, so technically they can go out any time. But for chicks raised indoors you can take them outside depending on your climate/temperatures. I'd keep initial trips short and watch them for any sign of chill or fatigue.

Yes, the blue bin is their brooder temporarily. We’re about to upgrade to a bigger pen.
 
We got them around a week ago...when it’s appropriate to let them wander out side to explore with a lot of supervision.

Any time, depending on the temperature. If you're comfortable in a short-sleeved shirt with no jacket, then you can probably take them outside for a little while. Try 5-10 minutes the first time, then after that judge by how they're acting. They will huddle and peep at first because it's big and new and scary, but they will settle down and start exploring pretty soon. After they've decided that exploring is fun, watch for huddling and peeping to indicate that they're cold and need to go inside. As they get older and grow more feathers, they will be able to spend more time outside. At some point, probably within less than a month, they'll be able to spend all day outside; after that it won't be long until they're ready to spend the nights outside too.
